    Marty Rutherford, Ph.D.Dr. Rutherford is a Senior Research Associate specializing in the areas of language and literacy, bilingual education and Teacher Research.Her doctoral dissertation focused on how the multi-lingual children in her 5th and 6th grade urban classroom learned to write academic texts.Dr. Rutherford's 15 years of teaching span first grade through college.All of her teaching has been in urban settings.She presents workshops nationally and internationally on literacy, reading (particularly Reciprocal Teaching), and the building of strong networks of teacher researchers.At RPP, Dr. Rutherford worked closely with the HPLC network.Her work with HPLC included coaching and providing technical support to schools, conducting training for teacher research onsite and in other settings, as well as facilitating HPLC Consortium meetings.Dr. Rutherford has also work with the Oregon-HPLC project and is currently engaged in HPLC replication work with some of the regional laboratories and in Mississippi and Alaska.Dr. Rutherford will serve as a school coach and will organize and lead networking activities and whole school assessments.

    Haleh Sprehe, a Project Associate with RPP International, has worked closely with schools, community organizations, businesses, and government to engage communities in school reform efforts, to broker resources, and to bring the public back into public schools.In North Carolina, she served as Program Director for an education fund serving a large district with both urban and rural populations.There she helped bring clarity to school finance issues and brought needed staff development resources to teachers.As a Peace Corps Volunteer, she served as a capacity-building consultant to non-governmental organizations in the former Soviet Union.Currently she works with the Oakland Unified School District Site Decision-Making project, the HPLC Support Team, and the team of external evaluators to under-performing schools.
