    While the community widely supported the proposal to designate the area as a heritage district, there was some opposition.St. Peter's Anglican Church at 188 Carlton St. sent a letter to council to demand exclusion from the heritage district as "the approval of both the Bishop (of the Diocese) and Diocesan Council is required in respect of all matters relating to the encumbering of the property."

    Rust-D'Eye said, however, the church itself was designated individually as a heritage building under the Ontario Heritage Act in 1993, making its inclusion within the bounds of the Cabbagetown Northwest district a moot point.

    George Rust-D'Eye of the CPA said the move was part of the organization's long-term plans to preserve virtually the entire neighbourhood.

    "We want to eventually have all of Cabbagetown designated as a heritage district," he said at the time."The community has such a long history and such great architecture, we want to be able to preserve this part of Toronto's past."

    The CPA has not, however, received similar support for its latest goal: having Parliament Street as a heritage conservation district.The OCBIA has resisted the idea of having that stretch of road preserved, arguing that Parliament consists of a blend of older and newer buildings and that a push to conserve the entire street is neither wanted nor warranted.

    Rust-D'Eye said, however, that his organization plans to push through with its goal, largely because of the potential for large-scale condo development.

    "Maybe some members of the BIA want for the street to be like Yorkville, with wall-to-wall condos, but we feel there's a lot worth preserving here," he said.

    Should the Town now start applying to the court, two different matters on the Oakville election would be before the court."The courts do not generally tolerate a multiplicity of proceedings involving the same subject matter," wrote Rust-D'Eye.
