Using money from the Iowa West Foundation, fertilizer dealers in Pottawattamie, Harrison and Mills counties received a grant to subsidize the costs of locking tanks at local dealerships, says James Russmann, division manager of Farm Service Co. in Council Bluffs, Iowa. Three casinos along the Missouri River in Council Bluffs support this foundation.
Russmann, who was involved with writing the grant, gives advice to dealers who want to organize similar programs. ,All dealers need to get together and talk as a group. They shouldn,t be afraid of offending anyone if they don,t or do join the locking program,, he says. Dealers should keep in direct contact with all drug and law enforcement agencies in the area and involve these contacts with the meetings. Although Farm Service Co. did pay a portion of the cost of each lock, Russmann says he doesn,t mind. ,We virtually cut our theft to nothing. Thieves are still cutting hoses and things like that, but the they can,t get into the tanks,, he says.
