The Times Herald-Record newspaper in Middletown, NY, reported that Thomas Russell, owner of Reliable Oil in Bethel, NY, pleaded guilty to selling the fuel, even though he wasn't licensed for it.
Russell, who is only licensed to deliver home heating oil, was also charged with failing to pay the state taxes for motor fuels.
