11% of students fail to get a high school diploma - [Cached Version]

The thing we have to work on as educators is to make sure every kid has a significant adult in their life , Ottumwa Superintendent Tom Rubel said , referring to research that shows many students drop out of high school because they said no one cared whether they attended.

I don't think every Iowan understands that there are kids who don't have that significant adult in their life , Rubel said.

High schools must change the way they operate , or students will continue to drop out , he said.

Teen-agers who drop out of school face a bleak future.

According to the U.S. Census Bureau , people who end their education with a high school diploma earn 67 percent more a year than people who don't have a diploma.

Men with just a high school diploma were paid nearly $10 , 000 more a year than those who did not graduate from high school.Women with just a high school diploma earned an average of $5 , 000 more a year than those who dropped out of high school.

That was one of the statements made by Ottumwa Superintendent Tom Rubel before he made his official recommendation to the board of education Monday night: It's time for a new entrance to Ottumwa High School. The board voted 4-2 to accept the recommendation of the superintendent.Over the past two years, the majority of school board votes have been unanimous.Rubel's recommendation was the same as that made by a committee assigned to study the question. That question was whether or not to rebuild the worn steps on the front of OHS, or to put in a less expensive ground level entrance. The choice brought a lot of feedback from the public, Rubel told the board. But Monday, only one Wapello County resident showed up to voice his opinion.
    ...
Earlier in the meeting, Rubel told the board members that the school has changed over the years to meet the needs of the educational body."It isn't the same 1923 building as when it was first built," he said, citing additions, the renovated auditorium and other changes."There isn't any doubt that Ottumwa High School has a great tradition, and that [subject] did surface," said Rubel.

"As an educator, I'm extremely appreciative, and so are many other educators, both in the Ottumwa schools and the immediate area, for both the governor's work and the legislators who saw fit to provide funding for our youngest children," said Ottumwa Superintendent Tom Rubel.
    ...
"Governor and Mrs. Vilsack have been extremely strong advocates for effective and appropriate preschool opportunities for Iowa's preschool children," said Rubel, "especially those that live in poverty, those that are 'at-risk' or those that have language barriers."
    ...
And, said Rubel, the Vilsacks know that."Their advocacy for this has been based upon some very solid scientific research that soundly supports meaningful preschool experiences and how those positive experiences impact future learning," said Rubel.
