    Professor Robert C. Rubel, chairman of the Wargaming Department at the Naval War College, Newport, R.I., noted that the Joint Simulation System (JSIMS), a war-gaming computer program designed to be all things to all players in the joint arena, was terminated last year.

    "The future for large joint simulations is bleak.We've had the massive failure of JSIMS.With the budget situation the way it is, I don't see new initiatives in the near future to build a more cosmic simulation," he said.

    "We're trying to drive the individual service concepts as closely together as we can by posturing a very challenging battle problem for them," said Robert Rubel, director of the Naval War College war-gaming research and analysis division."By doing that, we hope to see whether the concepts mesh well together or don't mesh well together."

    The game's sponsors hope to learn how to integrate the services' various new concepts, including the Navy's Sea Power 21, the Army's Objective Force, the Air Force's Global Strike, the Marine Corps' Expeditionary Maneuver Warfare and even Joint Forces Command's new Joint Operations Concepts.

    "We're basically taking subject-matter experts in each of these concepts and putting them in a room with a tough planning problem and asking them to apply their concept to the 2018 scenario and see where they match up," said Rubel.

    More than 100 participants will consider a classified scenario involving combat in the Middle East and Northeast Asia, according to Unified Course planning documents.

    "We're not trying to figure out how to defeat any particular nation or group of nations," Rubel said.
