    Rousseau who is personnel and industrial relations officer at the Ministry of Agriculture said for almost 30 years, he has been a member of the PSA.He served in various capacities - trustee, acting assistant secretary, deputy secretary and eventually, secretary-treasurer.

    His academic qualifications include a Bachelor of Arts in history and management studies and a Masters in Trade Union Development in Trinidad and Tobago.The San Fernando-born public servant received his higher education at the University of the West Indies.He also attended the Cipriani College of Labour and Co-operative Studies from where he was certificated.He explained to Newsday yesterday why he has decided to oppose Baptiste-Primus, although he was a member of her Reformers' Movement which copped all posts fought in the 2001 elections."I am of the view that the PSA has deteriorated rapidly over the last four years, both in terms of leadership and membership and there is a need to resusitate the organisation.

    "The doctors have left, the workers of WASA have left and members keep losing confidence in the organisation."From of 18,000, the PSA's membership now boasts of just above 9,000," said Rousseau.He also observed that executive members as well as members of staff were afraid to talk for their rights and that the funds of the PSA were dwindling rapidly.Rousseau denied that he was seeking revenge for his dismissal or that he was eyeing the prestigious $15,000 per month salary that goes with the post of president."I am quite comfortable where I am at the Ministry of Agriculture from where I was seconded, but I cannot stand by and see public servants being afraid to take part in the democratic process."

    He alleged that the nomination fee was raised from $50 to $500, just to keep him out.He is confident that he will be in winner's row after the final count.Asked what was his campaign strategy, he said quietly that he has been holding "cottage meetings" which are proving to be very successful.His symbol for the elections is the scale.
