Scott Rothenberg, a Houston attorney representing the business owners, contends the ruling only prohibits businesses from paying out gift certificates for winnings and doesn't give municipalities the right to ban the machines.

"It doesn't outlaw them at all," Rothenberg said about the court decision."It would be like saying baseball is illegal because people bet on it.If you take the wagering out of the equation the machines are perfectly legal."
The Navasota Gameroom, Rothenberg said, plans to avoid situations that are outlined as illegal in the court decision.
