Calls to Universal Risk Insurance Services were referred to attorney Scott Rothenberg, who did not return calls Thursday.

Scott Rothenberg, a Houston attorney representing the business owners, contends the ruling only prohibits businesses from paying out gift certificates for winnings and doesn't give municipalities the right to ban the machines.
