  David H. RosenbloomDAVID H. ROSENBLOOM is Distinguished Professor of Public Administration at the American University.Dr. Rosenbloom has also taught at the University Kansas, Tel Aviv University, the University of Vermont,and Syracuse University's Maxwell School.He has over one hundred and fifty published works focusing upon public administration, law, administrative theory and history, bureaucratic politics and public personnel issues.In 1992, he was appointed to the Clinton Gore Presidential Transition team with responsibilities for federal personnel policy and the Office of Personnel Management.In 1969, he was an American Society for Public Administration Fellow in the U.S. Civil Service Commission.
  
  Dr. Rosenbloom received his PhD in political science from the University of Chicago in 1969.In 1992, he received the Distinguished Research Award of the National Association of Schools of Public Affairs and Administration and the American Society for Public Administration (NASPAA/ASPAA).In 1994, he received an honorary Doctors of Law Degree from Marietta College (Ohio) and the Outstanding Scholar Award of the School of Public Affairs at American University.

  David Rosenbloom of American University presented the 16th Annual John Gaus Lecture, "'Whose Bureaucracy Is This, Anyway?' Congress' 1946 Answer" and NY Times Washington correspondent Adam Clymer drew upon his time on the campaign trail with the 2001 Pi Sigma Alpha lecture, "Better Campaign Reporting: A View From the Major Leagues."

Rosenbloom of the School of Public Affairs at American University, enlightens me on the issues at stake here, as follows: "An important exception to official immunity (not actually sovereign immunity) is that federal employees can be sued for 'constitutional torts,' that is, actions within the framework of their jobs that violate individuals' clearly established constitutional rights of which a reasonable person would have known.
