Sam Rosenberg, a Roosevelt University economics professor and one of the study's authors, said the creation of low-wage jobs in suburban Chicago in the last decade has fueled the rise in the number of working poor here.
The jobs have brought in low-wage laborers, particularly immigrants.
Federal changes to welfare in 1996 moved people off aid and into work, most of which is low-skilled and low-paying.
Though the minimum wage has risen, it is still not enough to provide earners a living wage, the study concludes.
"It's still quite low relative to what one must earn to get you an income to get out of the working poor," Rosenberg said.
