Founded in 2003 by professional engineers Gary Reed and Dean Roghair and professional land surveyor Mike Brooner, CDA has grown into a multi-discipline firm providing comprehensive civil engineering, planning, landscape architecture, and surveying services throughout the Midwest.

Dean Roghair, an engineer with Civil Design Advantage of Grimes, is working on the Windsor Village project.Roghair said developers want to lower the number of proposed units to give the area a more spacious feel.

"We have listened to what the public had to say, and we've tried to enhance the project," he said.

Roghair said project engineers also expect Windsor Village would include a low-lying area of native plants that help the ground better absorb storm-water runoff.Planned detention ponds will also be expanded.

"The Windsor Village plan has evolved from the original concept proposed at a neighborhood meeting last year, to the current plan based on input received from the neighbors and city," said Dean Roghair, an engineer with Civil Design Advantage of Grimes, the firm in charge of designing the Windsor Village project.

Dean Roghair, an engineer with the firm, said Monday that developers listened to residents' concerns after the original plan was proposed.

The number of units was reduced in the plans, and condominiums were moved away from the Delaware Avenue corridor, Roghair said.
