The Department of Pubic Safety identified the victim as Wayne Roberts, 71, the Arp Independent School District school board president who has served on the board since 1968.

Trooper Tullis said Roberts had cataract surgery early Monday morning and was having vision problems in his other eye.

The officer said Roberts walked around town because he could not drive.
"I'm not even sure if he ever knew the train was there.He had the surgery this morning and didn't hear all that well either," she said.
As investigators gathered evidence from the scene, volunteer firefighters used tarps to conceal the body as many Arp residents came to the scene, including small children returning home from school.
Trooper Tullis said Roberts had left his home on his way to the post office.
