    Mr. Roberts was an Attorney-Adviser in the Procurement Law Division of the Office of General Counsel, U.S.General Accounting Office, from 1978 to 1983, where he was involved in writing the decisions of the Comptroller General in the areas of government contract protests, grant complaints, and fiscal law matters.

    From 1974 to 1978, Mr. Roberts served on military active duty in the Army JAG Corps as a legal officer assigned to military justice and government contracting matters, including the acquisition of major weapons systems.Recently he served as a reserve Army Lieutenant Colonel and commanded a District of Columbia Army National Guard legal detachment at the Pentagon involved in administrative, contract, and environmental law for the National Guard Bureau.

    Mr. Roberts has authored several articles on government contracting topics, and is a frequent speaker and instructor on the subject.He was a faculty member for government contract and computer law courses at the Department of Justice Legal Education Institute, and a government contract litigation instructor for the General Services Administration's IT Manager "Trail Boss" Program.He co-chairs the Federal Bar Association's annual briefing conference on government contracts.

    Mr. Roberts received an undergraduate Bachelor of Arts degree from the University of Notre Dame in 1971, and a Juris Doctor degree, cum laude, from Saint Louis University School of Law in 1974, where he served as an editor of the law review.He is a member of the Bars of Iowa, the District of Columbia, various federal courts, and the Supreme Court of the United States.

    James Harold Roberts , 66 , died Friday , August 3 , 2001 , at the Lassen Community Hospital in Susanville.He was born in Dalton , Ga. , March 21 , 1935 , and had been a Lassen County resident since 1973 , moving here from Manteca , Calif..He had been employed by the California Correctional Center as a Vocational Dry Cleaning instructor.He retired from C.C.C. in 1991.He had also been a United States Air Force veteran , and past member of the B.P.O.E. Survivors include his wife Alta Roberts of Susanville ; daughter , Yolanda Evans of Cedar City , Utah ; and brother , Fred Roberts of Seconia , Ga..Also surviving are numerous grandchildren and four great-grandchildren.He was preceded in death by a son , Jimmy Roberts.At James' ; request there will be no services.The family requests that any donations be made in James' memory to the American Cancer Society.

    James Roberts had originally faced a rape allegation, Canterbury Crown Court was told.

    But the charge was reduced to two allegations of sexual activity with a child which Roberts, 18, admitted and for which he was sentenced.

    "When the girl made her complaint, she was clearly under the influence of something and Roberts was quickly arrested," he said.

    When interviewed by police, Roberts, of no fixed address, said he had met the girl about a week before and he knew she was 14 but only knew her first name.He admitted he had had sex with her before July 8.

    On July 8 he had been in Canterbury with a youth.They went to the garden where he had sex while the youth was present.

    After the youth left, Roberts had sex with her again, all with her consent.

    Roberts said he had drunk two bottles of Stella and the girl told him she had spent £50 on some weed and claimed she had smoked her way through it.

    He left her at Dane John Gardens and the next thing he knew he was arrested.

    Oliver Saxby, for Roberts, said the offence was out of character.
