    Rivas explained that Alternate #1 was for tuckpointing the entire building.Alternate #2 was for the interior only and Alternate #3 was for cleaning.He advised that even though BSR was the lowest bidder at $54,034 he was not recommending acceptance of the bid.After checking references on BSR and the next lowest bidder Restoration Systems it appears that BSR's work was not satisfactory.They were the company that worked on the City Hall waterproofing and there were still problems with their quality of work and responsiveness.Rivas recommended acceptance of the bid from Restoration Systems at $54,350 and to only accept Alternates #2 and #3.

    For starters, plans need to be changed so Shoppes on Second can accommodate the extra parking spaces, said project architect Jose Rivas of Yaggy Colby Associates. He didn't give specifics, but in May he told the Rochester-Olmsted Planning Commission that adding the parking spaces would reduce the amount of landscaping on the site.

    Questions remain about what the project, which was first proposed as a two-level shopping center, will ultimately include. Recent talk about the complex has included the possibility of adding a hotel, for example.

    "What form the project will end up taking is still up in the air," Rivas said.

    Because the land deal with MnDOT took longer than expected, alternate Shoppes on Second plans were made to allow for the possibility that MnDOT land wouldn't be available, said project architect Jose Rivas of Yaggy Colby in Rochester.

    Rivas said this week that he didn't know when construction might start on Shoppes on Second, or which plans would be followed.Rivas said the decision was up to Penz, who didn't return calls from the Post-Bulletin seeking comment.

    "It's been a long time coming," said project architect Jose Rivas."I guess it's just part of the process of how long things take."

    When the city council approved Shoppes on Second in April, the project was to include a clock tower and small plaza near its entrance, and a parking ramp tucked under the building.Retail spaces were slated for the main floor, and a 10,000-square foot restaurant would be included on the second floor.

    Rivas said it's hard to tell when Shoppes on Second construction might begin.MnDOT held on to part of the right of way, he said, so the mall plan might see some "minor tweaks."

LEED, the "Leadership in Energy & Environmental Design" Green Building Rating System, is the nationally accepted standard for green buildings developed by the USGBC membership. Jose is the Director of Architectural Services and has been with the firm for over 15 years.

    "Obviously, it's a very prominent and highly visible site," said Jose Rivas, project architect from Yaggy Colby Associates.

    "This is something that doesn't exist in Rochester," he added."A very high-end retail environment."

    Plans for Shoppes on Second came together over more than a year of planning, Rivas said.

    The project at first was conceived as an office development, but over time turned into the project now proposed.

    The development will include 160 parking spaces under the building itself, with a few dozen more in a surface lot on the south side of the property.

    The building will be faced with brick, limestone and other high-quality architectural details, and be surrounded by extensive landscaping, Rivas said.All four sides of the building will display a finished appearance, "being good neighbors to everybody," he said.

    The restaurant will have seating for about 130.It will offer "approximately 500 different bottles of wine," Rivas said, and have entrees priced $20 and up for individuals, and $60 and up for couples.
