"Obviously, it's a very prominent and highly visible site," said Jose Rivas, project architect from Yaggy Colby Associates.
"This is something that doesn't exist in Rochester," he added."A very high-end retail environment."
Neighbors were enthused about the plans, shown to them earlier this week.

Plans for Shoppes on Second came together over more than a year of planning, Rivas said.
The project at first was conceived as an office development, but over time turned into the project now proposed.
The development will include 160 parking spaces under the building itself, with a few dozen more in a surface lot on the south side of the property.
The building will be faced with brick, limestone and other high-quality architectural details, and be surrounded by extensive landscaping, Rivas said. All four sides of the building will display a finished appearance, "being good neighbors to everybody," he said.
The restaurant will have seating for about 130.It will offer "approximately 500 different bottles of wine," Rivas said, and have entrees priced $20 and up for individuals, and $60 and up for couples.
