Dr. John Rickard

Dr John Rickard has been appointed as Non-Executive Director to the Isle of Wight Healthcare NHS Trust.John replaces Rodney Ireland who was appointed as Trust Chairman last November.

John, an Economist, had a distinguished civil service career in various key economic posts including Economic Adviser to the Department of Health, senior economist in the Central Policy Review Staff at the Cabinet Office, Under Secretary in the Treasury and Director of Economics and Transport Policy at the Department of Transport.

Prior to his civil service career, John was an academic in Birmingham and in Oxford, where he obtained his doctorate in philosophy.While he was Deputy Director of the Health Services Evaluation Group at Oxford University, he developed a formula for allocating health resources.This later became known as the 'RAWP formula' and was applied nationally for some 20 years.His interest in the health service continued during his work in the Cabinet Office and HM Treasury.

After leaving the civil service, John has been involved in a wide range of overseas consultancy work, mainly in countries of the Former Soviet Union and in Africa.He has specialised in financial analysis and strategic planning and institutional change in the public sector.

John has lived on the Isle of Wight with his wife Christine since 1995.He a school governor in Yarmouth and also the Hon Treasurer of the West Wight Arts Association.

In accepting his appointment, John said "I am looking forward to serving the interests of the people of the Isle of Wight.I know there are many difficult issues ahead and I welcome the challenge of making some contribution to their resolution."

Rodney Ireland, Chairman of the Isle of Wight Healthcare NHS Trust, said "I am delighted that John has been appointed as non executive director.
