Wealstun Prison governor Amy Rice said: "The plans are subject to planning permission because it will mean there will be a new perimeter fence.
"However this will be a lot less unsightly than it is at the minute and will tidy up the appearance of the prison.
"The planning process for something like this can be quite lengthy," she added.
"It's probably quicker to put up a new prison than it is to actually create one."
Wealstun is currently split between a category D open jail and a category C closed prison and has been ground-breaking in the rehabilitation of category D offenders, many of whom are employed in local jobs.
Ms Rice said as soon as the prison discovered it would no longer be taking any more category D's it began contacting everyone who either employed its prisoners or had them doing local charitable work.
"We've been telling everyone what the plan for the prison involves and what the implications will be," she said.

Ms Rice is aware that, naturally, some category D prisoners will have some worries about the open side of the prison closing.
"But we'll be doing a lot of work to make sure they all go to the right places," she said.
