Sallie Rhodes serves as a Senior Program Associate at the IEL's Center for Workforce Development (CWD).CWD is active in efforts to improve the connection between learning institutions and the workplace.Currently, Sallie provides training and technical assistance to High School/High Tech Programs in several states (CO, CT, DE, FL, GA, OH, OK, MD, MI, PA, SC, TX, and VA).This project falls under the purview of the National Collaborative on Workforce and Disability for Youth (NCWD/Youth), a technical assistance consortia funded by the Office on Disability Employment Policy within the U.S. Department of Labor.IEL leads the consortia whose mission is to improve workforce development services for youth with disabilities.
Prior to joining IEL in August 2005, Sallie was employed as the Director of External Relations for the Council of State Administrators of Vocational Rehabilitation (CSAVR) for four years.In this position, she provided training and technical assistance to Directors and Senior Management staff at State Vocational Rehabilitation Agencies.She also tracked, reviewed, summarized, and analyzed legislation, regulations, and national policies impacting the employment and independence of individuals with disabilities.
Prior to working at CSAVR, Sallie was employed by Senator James Jeffords, who was then serving as Chairman of the Senate Committee on Health, Education, Labor and Pensions (HELP).

Sallie served as the Disability Policy Director for the HELP Committee.In this position, she did research, wrote speeches, drafted amendments, developed talking points, and provided general support to HELP Committee staff on issues under the jurisdiction of the Committee, particularly issues impacting the lives of individuals with disabilities.
Sallie went to the Hill with 16 years of experience advocating for the rights and needs of individuals with disabilities.From 1984 to 1986, she was employed by the National Association of Developmental Disabilities Councils, working on an Employment Initiative Project funded by the Administration on Developmental Disabilities.From 1986 to 2000, Sallie worked for the National Association of Protection and Advocacy Systems (now the National Disability Rights Network), employed first as the Director of Training for the Client Assistance Programs and later as the Director of Public Policy.Her work encompassed every type of disability and every issue faced by individuals with disabilities; however, her primary focus was rights protection and employment programs and policies.From May to August of 2000, she worked under contract with the Social Security Administration, assisting in the drafting of the Notice of Proposed Rulemaking for the new Ticket to Work and Self-Sufficiency Program authorized under the Ticket to Work and Work Incentives Improvement Act of 1999.
Sallie has been involved in planning, developing, coordinating, and conducting over 80 national conferences and many regional and state conferences, workshops, and seminars.Her legislative and regulatory work includes extensive work on the Workforce Investment Act, the Rehabilitation Act, the Individuals with Disabilities Education Act, the Developmental Disabilities Bill of Rights and Assistance Act, the Assistive Technology Act, and the Ticket to Work and Work Incentives Improvement Act.She has also had extensive involvement in various coalitions, including the Consortium for Citizens with Disabilities, the IDEA Partnership, and the National Rehabilitation Coalition.She has worked with a variety of federal agencies, including the Office of Special Education and Rehabilitative Services, the Rehabilitation Services Administration, the Administration on Developmental Disabilities, the Office of Disability Employment Policy, and the Social Security Administration.
Sallie earned an M.S. in Community Systems Planning and Development, from The Pennsylvania State University, and a B.S. Degree in Psychology from Virginia Commonwealth University. -
