Mr. Rhodes graduated with honors from Indianola Academy (Miss.), Mississippi Delta Junior College, magna cum laude from Millsaps College, and from the University of Mississippi School of Law.
After being admitted to the Mississippi Bar in 1985, Mr. Rhodes served as counsel for the Mississippi State Department of Public Welfare.In 1987 he went into private law practice with the firm of Prewitt and Bradley in Jackson, Mississippi where he specialized in construction litigation and in general corporate law.
In 1988 when Mike Parker was elected to represent the Fourth District of Mississippi in the United States House of Representatives, Mr. Rhodes joined his staff to serve as Chief of Staff, legal counsel, and as an advisor on legislative matters.

Mr. Rhodes' dedication to the institution of Congress was recognized in 1996 when he was named as a recipient of a fellowship from the John C. Stennis Center for Public Service - the first Mississippian to receive the prestigious award named after Mississippi's former Senator.
After being narrowly defeated in his own race for Congress in 1998, Mr. Rhodes was named President and Chief Executive Officer of the Church of God Benefits Board, Inc. in Cleveland, Tennessee.The Benefits Board manages a pension plan for ministers and church-related employees, operates a loan program for first mortgage church loans, and oversees the investments of the Board.Although now out of day-to-day politics, Mr. Rhodes maintains a keen interest in politics, having served as an election observer in the contested Florida presidential election in November 2000 and as a member of the Republican National Committee's Legal Strike Force in Ohio during the 2004 presidential election.
Mr. Rhodes, known simply as Art, is married to the former Angela Jolly of Meridian, Mississippi.
