When the report was launched recently, the vice president of the Council, Mark Rhoads, commented that "the ongoing challenge for all lawmakers in any country is how to apply traditional principles of law, authored by governments with geographic legal authority, to activities that take place in a borderless digital world."For anyone who is already broadly familiar with Internet trends and the burning issues of the day, it is the Council's ideas on solving this challenge that are most interesting.
