    Russell Rhoades is a Senior Project Manager for the Bouchard Companies.He is a former governmental Senior Executive with more than 25 years experience in the environmental field managing air, water and waste programs at both the State and Federal level.Additionally, he has served as an executive in private industry.Russ earned a Masters Degree in Public Health at the University of Minnesota in Minneapolis, Minnesota, and a Bachelors Degree in Science at the University of New Mexico in Albuquerque, New Mexico

    Russ' expertise includes development and implementation of environmental programs; pursuing problem resolution with governmental officials, industry leaders, private citizens, and environmental groups; planning of organizational objectives and the establishment and monitoring of performance measures to assure their accomplishment; process improvement; and accountability vis a vis employee and customer alignment.He has a deep knowledge of the organization, culture and operations of State and Federal environmental regulatory agencies.

    Russ has served as the Environmental Affairs Officer for the Public Service Company of New Mexico (PNM) in Albuquerque, New Mexico where he led the development of PNM's environmental policy to integrate environmental considerations into business initiatives, operations, planning and performance measurement processes.

    From 1995 to 1998 Russ directed Arizona's environmental regulatory programs reporting to the Governor.His responsibilities included air and water quality as well as solid and hazardous waste management.During this period, he also directed support to the Department including Planning, Administrative Legal Council, Fiscal and Human Resources Management, Media Relations and Information Technology support.He chaired the Arizona Water Infrastructure Finance Authority at the Arizona Department of Environmental Quality.That Authority finances low interest loans for water supply and wastewater facilities throughout the State of Arizona.

    Russ has also served as Division Director for the United States Environmental Protection Agency in Dallas, Texas, and as the Director of the New Mexico Environmental Improvement Division, in Santa Fe, New Mexico, where he directed New Mexico regulatory programs addressing air quality, water pollution control, radiation protection, occupational health and safety, food and milk sanitation as well as liquid, solid and hazardous waste management.

    Additionally, Russ has directed programs for swimming pool safety and sanitation, vector control, subdivision review and water supply and wastewater treatment construction.He chaired the New Mexico Water Quality Control Commission, and also directed the planning, fiscal and personnel management of the Division and was responsible to the Department Secretary, Governor, New Mexico Legislature, rule making bodies and citizens regarding progress toward statutory environmental goals.
