According to Hillsboro fire chief Jamie Reed, the blaze was brought under control by plant employees by the time firefighters arrived on scene. The fire was reported to the Traill County Sheriff's Department about 8:30 a.m. Personnel from the Hillsboro Fire and Rescue and Hillsboro Ambulance were dispatched to the scene.Reed said that insulation material around a pressure steam release vent in the plant's boiler house caught on fire.The fire was contained to the roof, which he estimated was three to four stories high.

The fire was smoldering in the insulation material and generated more embers than flames, Reed noted.
