James Reed is a Partner with Rhoads & Reed PLLC.His practice concentrates on national security issues, including U.S. export controls on both military and commercial products and technology.He advises both U.S. and foreign clients on export control issues, including compliance with the International Traffic in Arms Regulations ("ITAR"), the Export Administration Regulations ("EAR"), and the economic sanctions and embargo regulations administered by the Office of Foreign Assets Control.He assists companies in developing export compliance programs and in responding to export enforcement issues at the Departments of State, Commerce and Treasury.

In addition, Jim Reed counsels companies on compliance with the Foreign Corrupt Practices Act, on laws and regulations applicable to foreign investments in the U.S. that may affect national security (the Exon-Florio provision), and on facilities clearance issues under the National Industrial Security Program.

He has been appointed to the Department of State's Defense Trade Advisory Group, 2004-2006 term.

He received his J.D., cum laude, from Georgetown University.He holds an M.A.L.D. from the Fletcher School of Law & Diplomacy, and an A.B. in political science and history with distinction and high honors from the University of Michigan.He is admitted to practice in the District of Columbia and Virginia.

Previously, Jim Reed served in the United States Army, retiring in 1998 as a Colonel of Infantry.He held a number of senior positions within the Washington defense policy community, including duty as the Executive Assistant to the President's National Security Advisor and, later, Director of the White House Situation Room.
