    We have worked closely with James Reed in his capacity as an architect on a $28 million addition/alteration project of the March Air Force Base Hospital.The full scope of this project encompasses new construction, interior modification, life safety upgrades, utility upgrades, new parking additions, a new central plant and many other upgrades.The greatest challenge of this project has been the construction phasing portion.Mr. Reed has done an exemplary job of detailing the phasing steps necessary to minimize disruption to hospital services and allow full patient access.He has combined impressive problem solving abilities with an equally broad knowledge of construction management to develop a practical and workable phasing plan for the most difficult construction project I have seen in 19 years of experience.My dealings with James Reed have been a pleasure.I can say without question that he is the most reliable individual I have ever worked with in this field.

    Born and raised in Southern California, Jim graduated with a Bachelor of Science in Civil Engineering from the US Air Force Academy in Colorado Springs, Colorado in 1981.He earned his Masters of Business Administration with an emphasis in Project & Construction from Golden Gate University of San Francisco in 1984.He is also a graduate of the US Air Force Air War College, a military service school for senior members of the Air Force leadership.

    Jim began his professional career in 1981 with the 4392 Civil Engineering Squadron at Vandenberg Air Force Base, California, where he engineered systems in support of Space Shuttle and Peacekeeper operations.From 1985-87, he served as Chief Engineer at San Vito Air Station, Italy.There he was responsible for design and construction of $20 million in capital improvements at this key National Security Agency facility.Beginning in 1987, Jim served as a Reserve Officer in the US Air Force Civil Engineering Program, rising to the rank of Lieutenant Colonel prior to his retirement from reserve service in October 2003.

    Since leaving active duty with the Air Force in 1987, Jim has worked with several public and private sector organizations throughout Southern California.His professional experience has encompassed a wide variety of project types and occupancies including military installations, hospitals, elementary schools, design studies, cellular communication sites, and numerous residential designs and commercial tenant improvements.Highlights include serving as Design and Construction Manager for the Torrey Hills 600-acre, mixed-use land development project.

    In 2001, Jim founded NPD Associates, Inc. to provide innovative architecture and related land development services.As Principal-in-Charge, Jim offers his leadership and expertise in cooperation with other design team members.Consultations include new residential and commercial/industrial facilities as well as renovation projects.Sustainable architecture using "green" building materials and technologies is the cornerstone of the NPDA practice.

    Jim is the recipient of the US Air Force Meritorious Service Medal, the USAF Commendation Medal and two USAF Europe Design Awards.His professional memberships include the Congress for New Urbanism and Toastmasters International.Jim's continuing professional education includes coursework in Sustainable Design, Interior & Lighting Design and National Association of Industrial & Office Properties Developing for the New Century.When not designing or planning, Jim enjoys long distance cycling and mountain biking.

    reed-bw-small.jpg (7091 bytes)Jim has over eighteen years experience in architectural and civil engineering design.A 1981 graduate of the US Air Force Academy, he holds a BS degree in Civil Engineering.Jim also has a MBA in Project and Construction Management.He started his career at Vandenberg AFB, where he served as a Base Civil Engineer Project Manager for the Peacekeeper Missile Test Facility Construction Program.Jim was also instrumental in preparing a renovation/repair program for 250 Military Family Housing units.As Chief, Engineering Design at San Vito Air Station in Italy, he managed and coordinated multi-disciplined design efforts for over $ 20 million worth of facility capital projects, including ; facility surveys, remodels and additions, space planning, new construction, and various studies.This included renovation design and construction management of industrial, commercial, medical and residential projects on base.He was the recipient of two US Air Forces in Europe Design Awards.

    In private practice, Jim has worked on a wide variety of building and occupancy types.His participation as Staff Architect on the $ 30 million addition/alteration to the March AFB Hospital and the $ 130 million Baldwin Park Medical Center gave him extensive experience with extremely complex program, space planning and phasing requirements, as well as state and federal health codes.As Project Architect, he designed the $ 1.3 million Composite Training Facility, March AFB, and smaller medical renovations.Jim also has solid experience in residential design and served as design and construction manager for a 590 acre mixed use development in San Diego county.Most recently, Jim has been serving as project manager for the $ 3.4 million Eastbluff Elementary School Modernization Project for Newport Mesa Unified School District.

    Jim is a member of the American Institute of Architects, Society of American Military Engineers, Congress for the New Urbanism, and National Association of Industrial and Office Properties.
