Attorney James Reed, 59, who said he sent his candidacy papers to the Secretary of State's Office in Sacramento earlier this week, is hoping to win the Democratic party nomination for the state Senate's 4th District in the June primary.

Reed, who also has a law office in the San Francisco Bay area, said "the mess in Sacramento" was one of the reasons he decided to seek the state Senate post.
"I have some ideas to try to solve it," he said.
He says that the budget quagmire in Sacramento convinced him that the only long-term solution to the problem is to change the California Constitution.
"I advocate a California Constitutional Convention" to try to change the budget process, Reed writes on his campaign Web site - www.reedforcalsenate.com.
"The budget process must be changed and some of the proposition-required spending must be altered."
That Web site also shows that Reed believes consideration should be given to dividing California into two or more states and possibly limit - or eliminate - jury trials in civil cases.
A 1976 San Francisco School of Law graduate and a third-generation Fall River Mills resident, Reed has had a general law practice in Fall River Mills since 1993.
His wife, Carol, and his daughter, Brook, are both attorneys.
Reed lost a bid last year for a seat on the Shasta County Superior Court bench.
