   Financially, it is more economic for the power plant to not put it in the landfill," said Aga Razvi, professor of soil and waste management for the University of Wisconsin-Stevens Point.
   
   The Wisconsin Department of Natural Resources has done a good job of encouraging industrial waste producers to find uses for their byproducts, Razvi said. He noted that over the last 10 years most paper companies have begun selling their sludge byproduct as fertilizer for farmers.
   
   "Virtually every manufacturer should look at its byproducts and see if they can find a use (for them)," he said.
