    Roy M. Rawlings is senior vice president of distribution operations for San Diego Gas & Electric (SDG&E) and Southern California Gas Company (SoCalGas), two of the regulated utilities for Sempra Energy.Sempra Energy is a San Diego-based Fortune 500 energy services holding company whose subsidiaries provide electricity, natural gas and value-added products and services.

    SDG&E is a regulated public utility that provides service to 3 million consumers through 1.3 million electric meters and 789,000 gas meters in San Diego and southern Orange counties.SoCalGas is the nation's largest natural gas distribution company serving 19 million consumers through 5.4 million gas meters.

    As senior vice president, Rawlings oversees the Regional Distribution & Construction Operations, Operations Services, Contract Construction Services, Distribution Control and Dispatch, Distribution Planning and Distribution & Region Engineering departments.

    Previously, Rawlings was vice president of distribution operations for SoCalGas.He was SoCalGas' vice president of marketing from 1990 to 1991, and its vice president of regulatory affairs from 1987 to 1990.

    Rawlings joined SoCalGas in 1973 as an economics engineer and has held several positions in the Regulatory Affairs, Public Affairs and Gas Supply departments at SoCalGas throughout his career.Rawlings holds a bachelor's degree in aeronautical engineering from Kansas University a master's degree in personnel administration from George Washington University.

    He is an advisory board member of the University of Kansas' School of Engineering.In addition, Rawlings served four years in the United States Air Force where he was discharged as a captain.

    Last Tuesday in negotiations , Gas Company Representative Roy Rawlings presented management's plan for Customer Services personnel's working conditions this upcoming heating season.Management's plan includes ; using contract workers who are management retirees , exchanging workers between regions , changing employee's Scheduled Days Off to coincide with holidays , allowing turn-ons and inop appliance orders to be worked on holidays , using voluntary and mandatory call-outs as well as putting customer needs and the Company's budget before the needs of workers.The JSC expressed extreme disappointment with management's unwillingness to work with the Union to develop a plan together that would include workers' needs prior to the heating season instead of presenting their plan on September 29th as a finished product without any input from the Union and the workers involved.

    Joint steering committee members were quick to point out holes in management's plan such as ; holiday work should be limited to emergency orders only so the greatest number of workers ( both in the field and Call Centers ) can enjoy their earned contractual holidays and spend more time with their families.We reminded them that when management retiree contractors were used in the past to balance workload , the number of orders actually increased due to inadequate work performed by the contractors resulting in return orders and increased mandatory overtime as well as decreased customer satisfaction.JSC members pointed out that last year , some workers' were so overworked with mandatory overtime from Columbus Day to Easter that their attitudes did not help to improve the Company's overall CSI.
