    PROSSER -- Prosser School Board members plan to swear in Tim Rankin to fill his own vacancy tonight.

    Rankin, a surgeon for Prosser Memorial Hospital, resigned on March 3 after the district learned he was not registered to vote in Benton County at the time of taking office in December 2007.

    He registered, then reapplied for the post on the five-member school board.
