William R. Ralls is a Member of Clark Hill's Administrative Group and practices in the Lansing office.He is a former Commissioner of the Michigan Public Service Commission, the governmental entity which regulates Michigan's telecommunications companies, oil and gas pipelines, utilities, natural gas producers and transportation companies and also served as one of Michigan's Special Assistant Attorneys General.He also has served as an advisor to many federal regulatory agencies, including the Federal Communications Commission.Mr. Ralls has substantial experience in dealing with business negotiation and litigation in state and federal courts and before all local and state departments and agencies.He is the author of Is the Promise of Competition Working? A Look at the Payphone Industry and Michigan Construction Law, in addition to being a frequent speaker on the legal lecture circuit.

Mr. Ralls graduated from Yale University, magna cum laude, in 1961 and Harvard Law School in 1965.He is a member of the Federal Communications Bar Association and a Fellow of the America Bar Association.Mr. Ralls is an Adjunct Professor of Law at the Detroit College of Law, teaching courses in Administrative Law and Communications Law.Mr. Ralls is a member of the State Bar of Michigan, the Arizona Bar Association and Ingham County Bar Association.
