    Michigan City schools are experiencing a similar situation because of transportation issues, said Jan Radford, director of K-12 curriculum for Michigan City Area Schools.

    Because of the timing with the bus routes for each school, Radford said, there isn't enough time and transportation for field trips.

    Jan Radford, curriculum director for Michigan City Area Schools, said she likes the idea of holding the test in the spring because of the high number of students moving around or showing up late at the beginning of the year, especially in urban districts like Michigan City.

    Radford is "cautiously optimistic" about the impact that moving the test could have on funding for Title 1 schools, whose funding is influenced by ISTEP scores.

    "I think it's too early to tell," Radford said."If these kids are in the building all year , in theory it should help."

    One thing she would like to have more information about is the comprehensive testing plan for K-12 students, which includes diagnostic testing in the fall and throughout the year, approved by the state board of education in November.

    "I like the idea of diagnostic testing throughout the year, but I'd have to see what that's like," Radford said.

    Teachers and parents will be able to expect results of the new test before the school year is complete and about three months before the next school year begins.

    With three secretaries still "working feverishly" to box up the most recent round of ISTEP testing completed Sept. 28, Radford said she is curious about the new process that yields such speedy feedback.

    "I'm wondering how it will happen that quickly," she said.

    "The world is a lot bigger than ISTEP, but that is what we're measured by," she said."I want our kids to be able to problem solve and think individually."

    And although Radford was not certain that all teachers would tailor their lessons specifically to ISTEP requirements, the temptation would be there.

    "There's a danger to do that because it's such a huge stakes test," she said.

    Steel disagrees.

    "It would allow you to enrich students and teachers to be more diagnostic," she said."Teachers would have a narrowed focus on the bottom line and take it further."By knowing the specifics of the test, teachers could teach those specifics and then further challenge the students who are achieving faster, she said.

    "If you sign up for summer school and then change your mind, there is no refund unless the class is canceled," Radford said.
