Evelyn Quintos, CEO of Healthcrest, said this is the first time her agency has had to wait longer than 90 days to learn whether the INS would allow it to temporarily relocate foreign professionals to work in the United States.Healthcrest sent its application to the INS on Feb. 19, Quintos said.

Her agency is also working with the school division to obtain the necessary licenses the teachers need to work in Virginia.The Virginia Department of Education requires that the credentials of foreign teachers be reviewed by an approved agency before allowing them to teach in the state.The Filipino teachers have met those requirements, Quintos said.

Quintos has decided to apply for a different visa through the U.S. Embassy in the Philippines that shouldn't take as long to be processed.If it is approved, the teachers will arrive in time to attend the Beach's new-teacher workshop in mid-August, Quintos said.

Healthcrest also recruits Filipino engineers and medical therapists for American companies and governments.In the past, the INS has taken about 45 to 60 days to respond to her agency's requests to relocate engineers and medical professionals.Since Sept. 11, the INS has taken 90 days to respond.

Quintos said she plans to visit Virginia at the end of July to look for apartments for the teachers.

"It's nerve-racking," Quintos said."I know I have a deadline.I talk with the teachers almost every month about what's going on.They're getting nervous as well."
