David Quin is the Program Manager for Public Power Pool and Association Power, LLC.David has spent the last thirteen years working in the Texas Senate, most recently serving as Legislative Director for State Senator Royce West, who chairs the influential Intergovernmental Relations Committee.Prior to that, he worked as a legislative aide for State Senator Mike Moncrief.David has shepherded legislation through every senate committee and has overseen the passage of hundreds of bills and amendments.Originally from the UK, David holds a BA from the University of Manchester and a Masters degree from the University of Texas at Austin.
