    "Slavin Court had a number of maintenance issues due its age and condition," said Dianne Quast, HAP's director of Real Estate Operations.     According to Dianne Quast, HAP's director of real estate operations, HAP has improved the application process to better manage the list wait time. Previously, HAP closed the lists when the wait time exceeded two years. Now, the lists are closed when the wait time exceeds one year. Quast expects this new approach will create a rolling open and close system to provide more access for people who missed the application window or are newly in need of housing help. "The demand for housing is high," said Quast.

    "This program has profoundly helped very low-income people stabilize their housing," said Dianne Quast, executive director of the Spokane Housing Authority, which administers the vouchers."It's difficult for me to understand why we want to cut a program and put at risk some of the most vulnerable households in our community."

    The program provides rental assistance to low-income households.Tenants pay between 30 percent and 40 percent of their salary toward rent.The voucher covers the remainder of the cost.

    Quast, of the Spokane Housing Authority, said the voucher program pumps $1.8 million a month into the rental economy in Spokane, Stevens, Whitman and Pend Oreille counties.

    HUD has not issued an analysis on the proposed changes, or guidelines on which households would be cut, she said.

    "We aren't sure how we'll reduce the numbers," Quast said."How are we supposed to determine the neediest of the neediest?Is it the single mom?The elderly?The disabled person?That's a terrible approach."
