Pryce noted DCs cover growth-related costs such as water and sewer services, roads, fire halls and policing.Softer services, such as recreation centres and libraries, are not eligible to be included in the charges.
"The intent is to cover the hard costs of development," said Pryce, "not to provide services that didn't exist before, like an additional community centre or library."
