Mr. Potter has more than fifteen years experience in all aspects of Engineering and Quality Assurance/Quality Control ( QA/QC ) management.He has managed QA/QC efforts in government , commercial nuclear utility , engineering , construction , procurement , information systems , and warehouse controls.His experience includes twelve years commercial nuclear construction involving mechanical and electrical components/systems.Mr. Potter was also certified Lead Auditor and nondestructive testing.Seven years Department of Energy as the site programs engineering manager , and four years United States Postal Service as the program manager.His expertise includes technical and cost proposal development , contract capture management and program/contract implementation management.

1996 to September 1999 -Senior Account Manager for Litton PRC Inc. , responsible for management of a sole source firm fixed price contract with the United States Postal Service ( USPS ) Headquarters located in L'Enfant Plaza , Washington , DC.He increased his staff from 87 in October 1996 to 182 in November of 1998.

Interface with USPS clients and employee tasking has provided Mr. Potter with understanding of many aspects of USPS programs including ; performing Requirements Analysis , Data Mart/Data Warehouse development , Call Center development/implementation , Quality Assurance , Web Site development/implementation , Change Control Management , and , Information Technology Value auditing.

June 1996 through October 1996 : Manager of a Litton PRC Inc.Master Ordering Agreement ( MOA ) Contract with United States Postal Service ( USPS ).This contract included six companies , selected by USPS , who competitively bid firm fixed price work defined in USPS Statements OF Work ( SOW ).Responsibilities included working on the technical and cost Proposal Team , selecting qualified personnel to bid and subsequently submitting the Proposal.Once the contract was let , he then managed the interface with the USPS including progress reporting and invoicing.He successfully bid and won two of the first three MOA contracts let by USPS.PRC's performance on those contracts was so successful that both contracts have been extended on at least three occasions and are still in place today.

February 1990 through June 1996 : Assigned as the PRC site Engineering Project Manager for the Westinghouse Savannah River Corporation ( WHSRC ) , located at the United States Department of Energy Site at Aiken , South Carolina.The project was identified as the High Level Waste Engineering , Maintenance Baseline Program Database for F and H Area Tank Farms.Mr. Potter was responsible for the technical and cost proposal development and submittal to the both PRC Inc. and the WSRC Subcontract Technical Representative.This included all aspects of the technical , administrative , and financial management of the project contract.Each aspect of the project was also performed in accordance with procedures , developed by Mr. Potter and approved by the WSRC.The project duration was a successful six years , including two re-compete bids , with revenue of more than $ 9.2M and profit exceeding $ 900 , 000.The project deliverables were designing and populating facility equipment data.In addition systems were walked to produce as-built CADD piping and electrical single line drawings for more than eighty-thousand components.Field collected component manufacture data supplemented with design data at local terminals resulted in development of system level drawings.The project's local area network included an integrated database capturing both the graphics and equipment Master Equipment Lists ( MEL ) data.The final project deliverable was a system/component evaluation of facility systems resulting in development of an appropriate Reliability Centered Preventive Maintenance Program for each system.

June 1986 through September 1988 : Corporate Quality Assurance Manager , ( PRC ) Advanced Technology Inc.Assigned to various commercial nuclear electric generating facility equipment database projects.Responsible for all aspects of the Quality Assurance Program in accordance with the Code of Federal Regulations.Responsible for the content , review , updates , and issue of the QA Manual and corporate QA procedures.

January 1976 through June 1986 : Quality Control , Nondestructive Test Supervisor/Quality Assurance Systems Engineering Supervisor , and Lead Auditor for General Public Utility Nuclear at Three Mile Island.Responsible for independent evaluations of procurement , engineering , construction , and maintenance programs.Performed evaluation of construction and modification programs for compliance with Nuclear Regulatory Commission requirements and other site Standards.
