   David Potter, owner of Beachwood Builders, said home ownership is a stabilizing factor in most neighborhoods. Both he and the local housing corporation are in agreement that "encouraging home ownership is the best thing for Lynn."
   
   As Potter put it, "Once people own they have more pride and a larger stake in the city and in their neighborhoods."
   
   Each of the four townhouses in the new Federalist-style building will have 21/2 bedrooms, granite countertops, hardwood floors and heated towel racks, he said.
