Bill Postiglione, a professor of political science at Quincy University, had expected a low voter turnout even before hearing the weather forecast. He has looked at the history of election participation and sees few issues that will motivate large blocks of voters.
"The major issue is the school district's (working) cash bond issue," Postiglione said.
He does not minimize the importance of the school bond vote, but believes it takes a variety of election draws to motivate lots of people to vote.

Postiglione said there are other contests, such as one for 8th Circuit Judge, but the campaign has not been fought in the same way as more political contests.
The U.S. Senate race has captured lots of attention throughout the state with more than half a dozen potential nominees in both the Democrat and Republican primaries. -

Bill Postiglione struck recruiting gold in one St. Louis area soccer club team.
Postiglione, the women's soccer coach at Quincy University, has plucked more than half of his 2002 recruiting class from one club team - United of St. Louis. Seven players who made the club one of the tops in the Gateway City will head north next fall as part of an 11-member QU recruiting class.
"This is a very good club team, the tops among their age group," said Postiglione, who is entering his 20th season as the Lady Hawks' head coach. "These girls know each other well as they have played together before coming to QU. That is a great plus, having seven players coming next fall who know each other and each other's playing styles."
...
"Julie will help us with her speed and aggressive play," Postiglione said.
...
"Lauren will play forward for us this fall, while Lindsey will play outside midfielder," Postiglione said.
...
Donnelly, Postiglione said, "has very nice skills, a dedicated player with a strong desire to excel and improve.
...
Of the Ursuline pair coming to QU, Postiglione said, "(Harris) is almost ideal center/forward in our system.
...
"Kerri comes out of the back well and moves forward well to get into the attack and will do some things that will help us in the back a lot," Postiglione said.
...
"Cassie is a very aggressive, hard-nosed defender who will give us depth in the back and a strong, deep defense," Postiglione said.
