Former Noosa mayor Noel Playford, a long-time member of the NPA, said the two biggest battles fought for Noosa were the extension of the national park and the strategic plan.

"The first was getting significant areas of Crown Land that gave real biodiversity significance as well as recreational significance into the national park, in other words protected from development," he said.

"The other was NPA-driven, but mostly achieved through council (in 1985) when we decided to get NPA members elected to council, and was the Noosa plan regime.Trying to get strategic planning in place that respected the capacity of this area to support people in a decent lifestyle."

Looking at the battle being fought today on amagalmation, Mr Playford doesn't believe it will jeopardise all that he and the NPA has worked for over the years.

"I know there are some who are worried about that and I think there is a real danger that some things will be lost, but I think some of the major planning initiatives are likely to remain, we won't say guaranteed, of course. The rest of the coast is more likely to learn some things from Noosa as we learn some things from them," he said.
    ...
"If it hadn't been for Noosa Parks Association constantly harassing councils when they were incompetent and if it wasn't for the visionary people who got involved in council in the '80s and '90s, particularly Noel Playford, I don't think Noosa would be a shadow of what it is today," he said.

Local Government Association of Queensland president Noel Playford says the levy has the potential to affect the funding arrangements of the Royal Flying Doctor Service. "There are significant concerns in rural and remote shires that the $85 per annum per property charge will cut community donations to the Royal Flying Doctor Service," Playford says. "For a service depending on these for survival, the cuts could spell disaster. "If the state government had bothered to consult, they would have found it was a dog's breakfast â€" a bad joke. Playford says some property owners are facing multiple bills, including farmers, those who own more than one property and the levy being greater than rates in some small shires. "Mackay City Council has oyster leases that will bear the ambulance charge," he says.

Former Noosa mayor Noel Playford has hit out at council over amalgamation talk.
    ...
Noel Playford, who is also a past president of the Local Government Association, said he was "appalled" by the council's "defeatist" attitude.

"By expressing a preference, the council would be accepting that amalgamation is inevitable and the state government will make sure that happens," he said.
    ...
Mr Playford admitted there would be some councils which needed to amalgamate because they could not stand by themselves financially.

But that was not the case with Noosa.

"The suggestion that it is inevitable and we can choose is a joke," he said.
    ...
"Noel is entitled to his opinion but our preference is that Noosa continue to stand alone," he said.

Former Noosa councillor and Local Government Association president Noel Playford said secession was unrealistic.

"ItÂ's a nice notion, but in this day and age it wonÂ't work," he said.

And he reckoned state governments were already on the way out, noting the current moves in water and education.

"If the Commonwealth government goes much further in centralising, there will be nothing left for state governments to do," he said.

By Peter Gardiner NOOSA Council has lost the last of its green tinge with the sudden resignation of Vivien Griffin, according to former mayor Noel Playford.
    ...
Mr Playford said the future prospects of a shire which had long been held up as an example of environmental sustainability was frightening.

He has been credited with stopping the pro-development push in Noosa in the 1980s and 1990s, and along with former council town planner Paul Summers, was the main architect of the population cap.

"I think it's fair to say that Noosa has lost its last green councillor and that's a situation that I find quite frightening," Mr Playford.

    > >

He said much of Noosa's open green space had been locked up by the Noosa Plan, but he was concerned that there were signs councillors were prepared to trash it.

"I think that they are ignoring the wishes of the Noosa community which had a strong say in formulating the Noosa Plan."

Mr Playford said Noosa's economy depended on green values, but that was now at risk.
    ...
Mayor Bob Abbot said both Ms Griffin and Mr Playford had decided to leave the council and it was "easy for people to take cheap shots from the outside".
