    West Haven (WTNH) - There is some controversy brewing in West Haven over campaign signs for Mayor John Picard. But it's not the posters themselves bothering some; it may have to do with the timing that those signs are being put up.

    Summer isn't over and already signs for Mayor Picard are all over town; he said it's not too early.

    "I look at this as a non-issue, we obey the rules," said Mayor Picard.

    West Haven (WTNH) - Mayor John Picard has decided to throw his hat back into the ring after saying he wasn't going to run for re-election.

    "People just kept coming up to me and asking me to reconsdier and that was the main reason," said Mayor Picard.

    Last week, it was a political shocker when two-term Mayor Picard declined the Democratic party's nomination saying his heart wasn't in it; he wanted to spend more time with his family.

    "I do love the job but it does take its toll," he said.

    Five days later, it was a return to the race.

    "My heart is in it, 100 percent," Mayor Picard said.

    But his change of heart could end up a campaign issue because a Democratic primary is possible. Mayor Picard said now he is in it to win it.

    "I had long discussions with my wife, we're going to make family time," said Mayor Picard. "And I'm sure the people will not only understand but appreciate that."

    West Haven Democrats were supposed to meet tonight, so Mayor Picard could explain, but since he never actually withdrew the nomination, party officials say the original vote will stand and he will be the endorsed candidate.

    Picard is back in the West Haven race

    Picard stunned fellow Democrats at last Wednesday's nominating caucus when he declined to accept the party endorsement for his re-election campaign. He said at the time he was bowing out of the race so he could spend more time with his two-year-old daughter and wife, who is pregnant with the couple's second child.

    Picard said he changed his mind over the weekend after numerous friends, political allies and supporters asked him to reconsider.

    "Without question, it was the overwhelming, amazing support from the public" that convinced him to get back in to the race, Picard said.

    Picard said he "meant every word" that he said at last week's Democratic Town Committee meeting and denied allegations that his withdrawal and re-entry into the race were political maneuvering.

    Democrats still plan to hold a special meeting tonight to regroup after last week's surprise, which sparked political chaos and had opposing Democratic factions scrambling to come up with a candidate to put forth in the upcoming election.

    Democratic Town Committee Chairman James Morrissey said Picard confirmed the news to him in a telephone call this morning.

    Mayor John M. Picard confirmed this week that he has received approval from the U.S. Army Corps of Engineers and the state Department of Environmental Protection to move forward with the offshore project. Rebuilding the sea wall off Water Street is a necessary step in preparing the property, which is in the West River Crossing area, so that it can be marketed to developers.

    "These are not the things that wow people, but these are the things that need to be done," Picard said.

    Picard said he plans to market the land to developers as soon as next week, when he participates in a tour of the region with real estate scouts.

    "We can now say to a developer we now have a shorefront to market," he said.

    The regional site selector tour was started by Picard in 2007 as a way to market south-central Connecticut to out-of-state developers and real estate scouts. The tour coincides annually with the Pilot Pen Tennis tournament next week.

    Buckheit said the approval means the city could start working on the project as soon as it gets funding, possibly within the next several months if all goes well.

    "My end of the bargain is I have to lobby for the money," Picard said.

    Picard said he has repeatedly discussed the matter with aides to U.S. Sen.
