   Pete Parraz, who has been strategic plans director for the Upper Rio Grande Workforce Development Board for the last couple of years, resigned Friday to become spokesperson for Southern Union Gas. He fills a slot left vacant with the retirement of Ann Enriquez.
   
   Northeast El Paso has its own newspaper, The Northeast Community Bugle. The 12-page broadsheet debuted this week and is being mailed to Northeast homes.

   Pete Parraz, strategic planning director of the Upper Rio Grande Workforce Development Board, said the institute is helping his organization by looking into what kind of labor trends are developing and what kind of job training needs to be provided.
   
   "Because of the different trends that have developed with the downturn of the garment industry and the growth of call centers, we need an in-depth study of the market trend to see where we need to train people," Parraz said. "If we have a better- trained workforce, it makes it a lot easier to attract industries."
