Debra Parmenter began her employment in August 1973 with what was then the Effingham County Association for the Mentally Retarded.She was hired as an Administrative Secretary for the first full-time Executive Director for the agency since its inception in 1962 and currently serves as Business Manager for ARC Community Support Systems.
Deb attended Lake Land College in Mattoon, Illinois and earned an Associates Degree in Applied Science (Administrative Secretarial Science Program) with taking additional college transfer courses in lieu of a job internship her last semester.To gain work experience after graduation from Lake Land, she worked temporarily for A.R. Frank, Geologist, in Mattoon, Illinois as a Secretary and after scoring highest on a Secretarial Achievement Test with Kagay Realty Company, Effingham, Illinois, she accepted a position in 1971 as a Bookkeeper/Receptionist for Kagay and worked in this position for approximately two years.During her employment with Kagay, she served as a Bookkeeper for the Real Estate/Insurance Sales and as a Receptionist greeting customers and assisting with the telephone.
Since 1973, Deb has worked for ARC Community Support Systems first as an Administrative Secretary to the Executive Director, Office Manager in 1978, and Business Manager since 1990.She has served in many capacities with ARC Community Support Systems during her years of employment including receptionist, performing payroll, bookkeeper in charge, personnel records, Management and General Budget, staff insurance, and financial reporting including monthly Financial Statements for the Executive Director and Board of Directors and completing Dept. of Human Services financial reports.Deb also maintains bookkeeping records for the ARC/CSS Foundation, Inc.She assisted auditors in the organization of the first set of bookkeeping records for the agency in1973 along with organizing all office operations as being the first Administrative Secretary for the agency.Through the years, she has assisted in the transformation of manual completion of accounting/clerical duties in the Administrative office to totally becoming computerized.
Deb received ARC Community Support Systems' Recognition Award for Outstanding Contributions and was recognized as the first Employee of the Year in 1988-89.She currently supervises a staff of three Administrative Office personnel and is responsible for the day to day management of all fiscal accounting for an approximate 4 million dollar budget, secretarial, accounting, and clerical operations of the agency and serves as a Notary Public.
