    State codes require that departments learn the cause of all fires, Fire Investigation Unit Capt. David Pagan said.

    If the cause is obvious -- food left on a stove, for example -- responding fire crews can make that report.

    But when the fire causes death or injury, was clearly arson or firefighters can't determine the cause, then the investigators are called to the scene.

    Statistics show that in 40 percent of the cases, arson will be the cause.On average, there will be one arson a day somewhere in Seattle, Pagan said.
