  Oviedo came up on the Arizona racetrack circuit and has been training horses for almost 30 years -- the last 12 years in California. He served six years on the Arizona Horsemen's Benevolent & Protection Association (HBPA) Board, where he was involved in establishing an extensive off-track wagering program in that state.
