    OTTAWA -- The new commissioner of the RCMP told members on Friday "we must build on our strengths"and said the RCMP is at a critical point in its history.

    William Elliott made the comments at a change-of-command ceremony in Ottawa, a symbolic event where he took over from outgoing interim commissioner Bev Busson.

    Busson had been leading the force temporarily after former commissioner Giuliano Zaccardelli resigned in December.
