First, he was Chef de Mission for the Canadian Olympic Team in Mexico City, 1968.He was President of the then Canadian Olympic Association in 1968-1969.Howard was inducted as a Builder into the Canadian Olympic Hall of Fame in 1976 and received the Canadian Olympic Order in 1995.
