According to AGO's Investigation Unit investigator Paul T. Ogumoro, the defendants admitted in an interview their participation in the scheme "for their personal enrichment and gain."

Ogumoro stated in court papers that on June 12, 2006, the Office of the Public Auditor received a complaint about a theft of $30,000 in government funds.
Ogumoro said a joint investigation by OPA and the AGO showed that on June 23, 2006, an employee of the Office of Management and Budget contacted the acting director of Finance and Accounting to verify the validity of some activities on one particular account.

Ogumoro said subsequent investigation revealed that the three defendants were involved in a scheme to defraud the government by means of submitting false information into the JD Edwards computer system at Finance to collect payments.

Ogumoro said Masga confessed that every transaction was done discreetly so as to avoid suspicion and detection by any of the Finance and Accounting personnel.

Ogumoro said some of the accounts are described as: the General Fund Balance Sheet, Alien Security Bond Deposit, Calendar Year '04 NMTIT Individual Rebate Tax, Calendar Year '04 NMTIT Corporate Rebate Tax, General Fund Balance Sheet for Road Cutting and Trenching Dep., Calendar Yr. '03 NMTIT Rebate Individual, Rebate Tax, Prior Year Adjustment, Misc.Adj., Calendar Year '02 NMTIT Individual Rebate Tax, Calendar Year '98 NMTIT Individual Rebate Tax, and Calendar Year '97 NMTIT Individual Rebate Tax.
"Masga stated she tried to reverse and cover up her tracks by changing the figures on the accounts used in their scheme but the system had already recorded these transactions," Ogumoro said.

Ogumoro said Ada stated it was Masga who came up with the plan to use his business name to manipulate the computer systems at Finance to generate payments for PLCS.
