   The program has 1,100 active enrollees, but an estimated 2,400 have received some care during the past four years, said Cindy Oakes, Cabarrus Community Care Plan project director. Between 120 and 130 of the program's patients are children, often immigrants who can't qualify for Medicaid, Oakes said.
   
   Care is provided as an in-kind service by nearly all of the county's physicians. The majority of the patients receive care from private practitioners, followed by the Community Free Clinic and the Cabarrus Health Alliance.
   
   Though no statistics are available, Oakes and Miller said the number of uninsured in the county will likely surge.
