The program has 1,100 active enrollees, but an estimated 2,400 have received some care during the past four years, said Cindy Oakes, Cabarrus Community Care Plan project director. Between 120 and 130 of the program's patients are children, often immigrants who can't qualify for Medicaid, Oakes said.
