Dan O'Flaherty, local government affairs director with New York Manufactured Housing Association, breaks the definition down more clearly."Manufactured homes are defined in Sec.322 of the real property law in NYS as factory built homes that are constructed to the building code outlined by HUD.The homes are then transported to the site on a permanent carrier, the tires and axles removed and the home is placed on the site (which may or may not be placed on a permanent foundation).Modular homes are factory-built homes, built to the code outlined by the NYS fire prevention and building code.The home is then transported to the site, removed from the carrier and placed on a foundation.Mobile homes are factory built homes produced prior to 1976 when the HUD code was instituted."According to the automated builders website, "Ever since the passage in 1976 of HUD's Manufactured Home Construction & Safety Standards, exterior frame construction of mobile units has been on par with site-built homes.
