"What we tried to do is match up as close as we could an identical set of deliveries between a population that had access to the Baby Benefits Program and a population that did not have access to Baby Benefits, but that did have insurance through their health plan," explains Mark Norton, MPA, manager of health data for HMC."There were a number of different conditions and complications we matched for, including gestational diabetes, hypertension, multiple gestation, and problems with amniotic fluid.We also matched participants on the basis of geographic regions."
While most of the study participants lived in Virginia, Norton emphasizes that researchers tried to include participants representing diverse regions in both groups, including rural and metropolitan areas.Further, some adjustments were made for hospital cost arrangements that differed from one part of the state to another.
