Those exams along with attendance, were used to calculate junior high school ratings, said Adrienne Noel, the school district's director of research.

That program is similar to the ETS program, but it does not allow teachers to create their own tests, and it does not break down the data as thoroughly as IDMS does, said Dr. Adrienne Noel, director of research at TPS.

"Through ETS and the IDMS system, we're able to construct that type of test and administer it to our students," Noel said."And using their system, within 24 hours of students putting the information on our tests, we're able to pinpoint their needs."

Noel said TPS would use the ETS software through this year and possibly install it on a full basis next year.

Noel said while she can't argue with the results of the PRO-Ohio system, the district is always looking to improve.

"The information that comes from the ETS and the IDMS system is so much more extensive than what comes from [PRO-Ohio]," she said.

Adrienne Noel, TPS director of research, said the district has challenged the state on the ratings assigned to Pickett and Garfield elementary schools.She said both schools should receive higher labels.

Adrienne Noel, the director of pupil placement and child adjustment services for TPS, said that each school has an employee in charge of verifying documents for proof of residence for incoming transfer students.

Noel said that the legal guardian must supply a copy of a lease agreement and/or utility bills with the guardian's name on them as proof of residency.She also clarified that such residences have to meet the legal description of a home as defined by the Ohio Revised Code, where the family spends the majority of its meaningful time together, and that temporary arrangements made at homes or apartments do not fit this definition.

"Ever since charter schools were established about eight years ago, there has been a steady decline [in enrollment]," said Adrienne Noel, Toledo Public Schools' director of research.

Dr. Adrienne Noel, director of pupil placement services, said the district tracks students who have dropped out until they are 21.Three thousand letters were mailed to prospective students for The Phoenix Academy.

"We want to first address those who have already dropped out this year, those who have gone to a charter school, or who need a flexible schedule ... because they are working or have some other family problems," she said.

"Because those routinely occur throughout the year, it's difficult to give a deadline date," said Adrienne Noel, director of pupil placement services.
