    As of February 13, Dallas political consultant Kathy Nealy was the lone paid staffer running Clinton's Dallas campaign.Asked why the Clinton camp hadn't scheduled as many events as the Obama camp, she responds, "They are in the hype stage, but this is Politics 101, and I am in the planning stage.First thing you do is to get out the early vote."Early voting began February 19.

    By February 18, Nealy was joined by four additional Clinton staffers from the national campaign, says Barbara Rosenberg, a volunteer Clinton organizer for Dallas, and more are expected.

    The Poss camp suggests a certain hypocrisy in the fact that Rob Allyn, Miller's political consultant, is working on the city bond campaign with Kathy Nealy, the Southern Dallas political consultant whom Miller has castigated in the past over alleged absentee-vote abuses.

    January 2, 2001 (Dallas) - Dallas Mayoral Candidate Tom Dunning has hired political consultant Kathy Nealy in a bid to gain an edge in the Dallas Mayor's race.

    According to campaign financial disclosures, Ms. Nealy has been paid almost 13%, or $72,500 of the almost $566,000 that Mr. Dunning has, so far, spent on his campaign.This makes Ms. Nealy the second highest expense the campaign has had [view Mr. Dunning's expense summary here].

    Ms. Nealy's role in the campaign has not been publicly disclosed, nor would she return phone calls seeking clarification.

    Ms. Nealy, 49, is a wealthy South Dallas political consultant who has historically had a talent for bringing out the South Dallas vote on an impressive array of issues--including some issues which may have had dubious benefits for the voters she has attracted.

    Ms. Nealy has been at the center of some of Dallas' highest-profile campaigns including the American Airlines Arena, Mayor Ron Kirk's campaigns and the Trinity River project.In doing so, she has increased her personal wealth to the point where she now owns an exclusive private box in the new American Airlines Arena--only a few feet away from the owner's box.

    Though Ms. Nealy would not say what services she performs, she has referred to past fees from candidates as "walking around money."In the Observer article, Ms. Nealy, who is black, says "election day expense is a little different in our community."

    The same South Dallas community that Ms. Nealy has been hired to rally has been the focus of recent controversy over tactics allegedly used by some operatives to produce votes.In November, a judge invalidated a city council election because of fraud.

    Maxine Thorton-Reese, the council member in question, was accused by rival candidate Larry Duncan of producing questionable mail-in votes to edge her to a slim 16-vote margin of victory.

    The judge agreed and ordered a new election.
